Sources who spoke to UMD Media say Tigray’s new caretaker administration will be led by four chief executive officers who will rotate the presidency every one and a half months during the six-month transition period.

According to the sources, Getachew Reda, Abraham Belay, and Redwan Hussien will oversee the caretaker administration on behalf of Prime Minister Abiy Ahmed.
The four members of the caretaker administration are:
- Assefa Abraha Hagos — Chief Executive Officer of Administration and Public Services. A Pretoria Peace Agreement negotiator and former adviser to Getachew Reda during his presidency of the Tigray Interim Regional Administration (TIRA).
- Dr. Tewodros Aregay Woldeselassie — Chief Executive Officer of Economy and Reconstruction. Affiliated with the Tigray Prosperity Party.
- Brigadier General Gebre-Egziabher Beyene Hailu (Wedi Antiru) — Chief Executive Officer of Peace and Security. A commander of the Tigray Peace Forces (TPF).
- Redae Halefom Woldeselassie — Chief Executive Officer of Political and Public Mobilization. Affiliated with Getachew Reda’s Simret Party.
UMD Media sources say each of the four officials will serve as president for approximately one and a half months, collectively covering the six-month transition. The sources did not specify the order in which the four will assume the presidency.
During a meeting with members of the Tigrayan diaspora on Sunday, October 18, Getachew Reda explained that the decision not to appoint a single permanent leader reflected the current political situation in Tigray. He said there is no single leader capable of unifying Tigray at this point.
The proposed arrangement brings together individuals with different political and institutional affiliations while placing the caretaker administration under federal oversight.
Questions remain about the formal legal mandate of the federal oversight arrangement, the division of authority between the four chief executive officers, the powers of the rotating presidency, and the administration’s independence during the transition.
